Procurement Senior Manager

1. BASIC PURPOSE OF THE POSITION:

• This role is responsible for all centralized Make and Capex procurement activities to provide services/products timely with efficient cost for Vietnam (including both Direct & Indirect)

• This role is responsible for leading the sourcing activities, including spend analysis, sourcing, supply development, identifying productivity opportunities and performance monitoring, control and reporting for all Make and Capex spend within Vietnam except related Raw & Pack categories under Group Procurement scope

• The role is responsible for identifying and developing cross-functional teams to deliver cost reduction strategies, as well as managing relationships with senior commercial, operations, supply chain, Procurement COE as well as suppliers for responsible categories. This role will also actively support with Group Procurement or Group Engineer team to leverage from global or regional vendor harmonization, development, sourcing strategy implementation, project execution, Supplier relationship management and at same time, coordinate with Supply Chain, M&E function for effective planning, inventory management, and supplier performance management. This role is responsible for 3 major categories (Direct materials: RM and PM, Indirect: supply chain operations, Indirect: commercial)

• The role is leading a local procurement team, ensure team’s compliance performance within company policy, responsible for team capability, skill development

2. PRINCIPAL ACCOUNTABILITIES:

Deliver Growth:

• Work closely with Global/Regional Category Leads to define and implement a sourcing strategy for Make, Capex to ensure cost, improvements, service/product quality and speed to the market

• Drive compressible spend year-on-year reductions in conversion, freight and value engineering. Reduce costs year on year net of inflation and quality investments.

• Monitor, perform supply risk assessment to identify alternative supply sources and implement BCP plan to assure supply continuity to support business growth

• Based on master commercial plan, drive procurement bidding plan with key vendors as vendors pool as well as working with commercial team to ensure vendor service ON TIME IN FULL which is related to indirect commercial projects

• For indirect supply operations including spare parts and operations services, ensure service levels, alternative sources and cost reduction YOY target achievement

Create Efficiency:

• Delivery competitive advantage. Lead the team to execute and provide procurement support to ensure cost effective supply to meet annual objectives and contribute directly to the company’s P&L

• Drive and develop a productivity pipeline to ensure competitive cost

• Manage supplier base to deliver competitive pricing for all responsible categories

• Responsible for developing sustainable short and long-term strategic procurement plans to meet set annual targets for all responsible categories

• Responsible for influencing development of strategy creation

• Communicate Procurement strategies, involve cross-functional support to deliver Procurement strategies & implementation plans

• Collaborate with other OCs markets to ensure costs benchmark favorably

• Explore the opportunity and leverage payment term for all procurement in scope of spend

• Support cross function team to optimize material specifications through understanding the levers that drive cost in the supply chain by taking a holistic view or industry practice

• Lead cross functional teams to drive value re-engineering ideation and execution Identify, deliver value engineering opportunities for all responsible categories; for global/regional categories, contribute ideas, co-ordinate cross-functions to ensure execution quality

• Effectively communicate and work with relevant stakeholders to drive and implement sourcing and productivity strategy

• Maximize the performance of suppliers to ensure they deliver sustainable productivity and competitive advantage through the execution of their contractual obligations through the Supplier Relationship Management program. Develop and implement structured supplier performance reviews and key performance indicators for categories managed. Manage compliance with the contract terms and obligations through quarterly performance reviews with local procurement, quality, RDQ, and supply chain teams

Innovation & optimized supply chain:

• Drive and develop opportunities through sourcing strategy, packaging / raw materials optimization, alternative materials

• Work with functions to develop new goods and services as required to meet business innovation needs

• Scan supply base for new innovations, and ensure relevant ones are communicated into business for potential leverage

Risk reduction:

• Develop & maintain VN procurement policy, procedure to ensure procurement activities are under company governance policy

• Deliver Business Continuity Planning and Supplier Code of Conduct programs to manage supply and social risks within the supply chain

• Ensure sufficient capacity is in place within the supplier base to meet current & anticipated business needs at the required quality level

• Responsible in overseeing the resolution of any supply quality, availability, and cost issue within procurement scope

• Consistently build and maintain effective relationship with key strategic suppliers to ensure company has the preferred customer status in a limited supply situation

• As a process owner for Procurement process, lead the internal audit agenda in building team’s capability, ensuring robust risk assessment, quarterly testing by Control Owners. Assess key control effectiveness and ensure gaps, as identified in quarterly testing and corporate audit, are remediated on a timely basis. Maintain process documentation that is complete and accurate and maintain a strong control environment in Procurement function

Build organization capability & team engagement:

• Staff, onboard, train and retain procurement talents

• Clarify roles, set performance standards and goals, assess performance & provide feedback to team

• Develop team structure to ensure clear roles & responsibilities are in place, at the right levels to deliver procurement agenda including local implementation of COE strategies

• Coach and develop functional capability of the team through relevant training

• Role model company values and creates a motivating and rewarding work environment

• Ensure the right systems and processes are in place to deliver procurement priorities

• Lead and drive team engagement through action plans

Drive Future Success:

• Transform the key category in Vietnam through strategy ownership, and supplier development and work with COE to unlock the next generation of technology investments by the suppliers in the markets and build a cohesive regional supply base

• Proactively explore and apply best practices from other markets to strengthen and nourish a sustainable materials supply base

• Leads and performs analysis of Customer segmentation and Customer value offer strategies to develop incremental growth

• Degree in Food chemistry/ Economic/ Foreign Trade

• At least 05 years’ experience at the same position, in FMCG manufacturing company preferable

• Skills: Communication (both oral & written English & Vietnamese); excellent use of Excel, familiar with SUN/ SAP systems is a plus

• Demonstrated technical procurement knowledge of Make and Capex management to ensure the continued adoption and use of best practice approaches

• Good experience in matrix organization structure with global/regional/local set-up

• Strong Project Management and Negotiation Skills

• Proven influencing skills to positively with different stakeholders

• Good team management/coach skill

• Excellent analytical and communication skills in English

• Good knowledge on Contractual term/ risk analysis/ liabilities and indemnities / SLA’s / and general commercial terms

• Degree qualified

• Proficient in MS Office

• Effective presentation skills
