Position Summary
The Operations Manager – North, in collaboration with the Operations leadership & related teams, has overall responsibility for the operations and management functions in the campuses’ located in Hanoi and Da Nang. This includes facilities management, landlord liaison, contract services, space planning and management, campus and capital development, minor works and customer service activities in Property and ITS.
This position works closely with other functions of the University as required. Engagement with external and internal stakeholders, service contractors and consultants to provide the best learning environment and experiences possible is key to this role. The position ensures the quality of the services and built environment provided to staff and students is world class, aligning standards, procedures and practices across locations.
In conjunction with the Heads of Schools and Portfolios, the Operations Manager - North also coordinates with other key external stakeholders, including building managers and local government authorities, and is a key member of the Crisis Management Team in Hanoi and Danang.
Reporting Line
- Reports to: Associate Director, Campus planning and Operations.
- Direct Reports: Senior Maintenance Officer, General Maintenance Handyman, Facilities and Customer Services Co-ordinator, Security, Driver
- Indirect Reports: Facilities and Operations Lead (Danang)
Key Accountabilities
- Support and oversee the operational aspects of campuses located in Hanoi and Danang.
- Manage the financial aspects of the management and operations of the campuses in respect to budget, opex and capex expenditure for the campuses.
- Support Senior Manager Health, Safety, Security and Sustainability (HSSS) facilitate the management systems implementation to ensure HSSS risks are managed and mitigated to prevent harm to our people and property.
- Support the campus leadership teams ensuring that the strategic and operational aspects associated with the run of the campus are efficient and effective with minimal impact to the staff and students.
- Manage operation and maintenance technical team to ensure the facilitation of a smooth supply and proper response to emergency cases, 24/7 emergency call support and site attendance.
- Manage the Property Services team to ensure minor works such as adds/moves/changes, building works, and replacement of furniture and equipment, are planned and carried out properly, in a timely manner, and within approved budget and at a high standard. The responsibilities include managing the mechanical and electrical systems including fire alarms, air-conditioning, access control, CCTV, electrical services, and plumping services through direction to the Senior Maintenance Officer; ensuring the systems are maintained at the required level to accommodate smooth operations.
- Manage the Security services for HN and DN Campuses with support from Security Manager
- Manage the customer services provided by Property Services in Hanoi and Danang, ensuring the services are efficiently provided in a timely manner and any issues or complaints are dealt with effectively; liaising with the Customer Service Coordinator, as appropriate.
- Manage the driver and vehicle in Hanoi to ensure the safe and efficient use of the vehicle.
- Provide leadership to the Property Services team in Hanoi and Danang, by training, mentoring, supporting and giving advice through the performance management process. Participate in staff recruitment and selection.
- Manage the contract services in Hanoi and Danang including but not limited to security, housekeeping, preventive maintenance, parking and utilities; ensuring the services are delivered in the most cost-effective manner and at the required standards.
- In collaboration with Procurement teams, manage the contract administration process from tendering of service providers and evaluating service providers to providing recommendations relating to service contracts, in conjunction with Facilities and Vendor Management teams in SGS CampusLiaise effectively with the building management and the building owner in relation to building issues and other operational matters. Facilitate resolution of issues.
- Coordinate effectively with local authorities in Hanoi and Danang, such as police, fire, power, and health departments in regards to operational and environmental issues. Coordinate inspection visits by these authorities.
- Liaise and coordinate with internal and external stakeholders of events to identify the facility-related scope of onsite events, setup requirements and to provide advice and instructions for organisers to follow in order to ensure onsite events are successfully and safely organised. Manage the appropriate support from Property Services staff and service providers for such events in an effective and timely manner, allocating relevant resources to ensure they are well supported.
- Manage learning and office spaces while planning for future space requirements. This requires close coordination with Space planning team, as well as other relevant departments, to ensure efficient space utilisation in Hanoi and Danang; preparing the space management plan in conjunction with the Campus planning team, and managing the ad-hoc room booking process in Hanoi and Danang
- Collaborate with key stakeholders and Senior Project Manager to plan, execute and monitor operating and campus development, capital projects and related budgets for Facilities and Operations in Hanoi and Danang and oversee management of Property Services assets in Hanoi and Danang.
- Implement and monitor the RMIT Lifecycle and Asset Management Plan in consultation with Director of Operations and Senior Manager, Facilities and Technical Services
- Contribute to the development of operational procedures and guidelines for services, ensuring the procedures are well communicated and implemented by the Property Services team, relevant departments and service providers.
- Participate in relevant working groups such as the Usage of Facilities Committee and Crisis Management Team.
Job requirements
Key Selection Criteria
- Technical Competence: A Bachelor in Electrical/Mechanical Technical or Solid background in engineering, plant machinery and excellent equipment knowledge or relevant
- 7+ year work experience in operations, facilities and property management in a complex environment
- Demonstrated skills and abilities in working with multiple-stakeholders, managing their expectations within the allocated resources.
- Strong management skills with the proven ability to lead, guide and motivate staff.
- Demonstrated negotiation and problem solving skills.
- Previous experience in the provision of quality service and demonstrated commitment to client service principles.
- Understanding of financial systems, budget planning and monitoring.
English Proficiency
For foreign staff, appointment to this position is subject to the ability to obtain a Vietnamese work permit.
For all staff, appointment is subject to satisfying the English language standards relevant to the position.
