Head of Construction Bidding and Contract Department

Pre-Contract stage:

- Establish project preliminary construction budget.

- Evaluate new tenderers and update the Approved Contractor/ Consultant/ Supplier list

- Review cost plan, coordination with other Consultants to achieve cost effective design

- Pre-qualify, evaluate and recommendation of potential tenderer for the works

- Coordinate preparation of tender document, review tender document

- Coordinate tender process which include calling tender, participate in tender interview and finalize award of contract.

- Carry out optimization cost of alternative specification/ design proposal

- Review pre-tender estimate and highlight cost overrun items

- Prepare and review Total investment cost and Total construction cost

Post-contract stage:

- Manage the construction budget

- Monitor and review the RFPs, Variation order claims and cost

- Process progress claims, final accounts, third party claims and contractual claims

- Preparation of Financial statement

- Monitoring of contractual status, contract period, defects period, CPC (certificate of practical completion), CMGD (certificate of making good defects)...

Others:

- Coordination of quotation enquiry and finalize award of all minor direct contract works if deemed necessary

- Payment control

- Compilation of cost data bank

- Asist in cost advice to internal departments

- Liaise with authorities on TIC and TCC approval and relevant works

- Take lead in the commercial and contract team as manager

Degree/ Diploma in university or higher (construction or equivalent majors)

Minimum 8-10 years working experience in related fields, preferably in real estate development

Knowledge of Consultancy and Developer's practice in respect of documentation, pricing strategy, cost control and contract administration.

Able to communicate with all levels, proactive, assertive and initiative

Proficient in spoken and written English

Proficient in Microsoft office

Familiar with FIDIC form of contract
