ABOUT THE POSITION
The Chief Finance Officer will report to the President of University Council and will be responsible for developing and executing operation strategy in support of the overall business plan and strategic direction of the University, specifically in the areas of succession planning, finance statement, organizational and performance management. The CFO provides strategic leadership by articulating operation needs and plans to the executive leadership team and the University Council.
KEY ACCOUNTABILITIES
• Contribute, in coordination with the President, to the maintenance of an appropriate management structure within the University.
• Develop, in collaboration with the President, the University plan and aim for optimization of the sourcing and application of financial resources in pursuance of the strategic objectives over the medium and longer term.
• Ensure that the operation in a cost-effective manner and propose an annual budget and cost framework for sustainable activities.
• Oversee and provide guidance on financial reporting and accounting, including records to the University Council, for the preparation of monthly and quarterly management accounts and annual financial statements as well as medium term financial projections in line with applicable accounting rules and the VinUni’s accounting policies.
• Manage, in conjunction with the President, the VinUni’s general administration and day-to-day operations, taking care of all functions relating to the operation of all business units, including the maintenance of relationships with regulatory authorities and stakeholders as well as the facilitation of representation arrangements.
• Build and organize the accounting system, taking charge of drafting, proposing, and adjusting accounting policies, procedures, and regulations.
• Organize accounting booking according to accounting standards and internal regulations on management accounting.
• Control the implementation and compliance of financial policies and processes under the laws and the VinUni/Vingroup‘s regulations.
• Check and control the periodic financial statements, and work with Auditors to finalize and issue audited financial statements.
• Control tax compliance. Check and control the periodic tax declaration, tax payment (CIT, VAT, FCT, PIT), and tax finalization, and handle arising issues related to tax audits. Propose tax-saving solutions and organize the implementation.
• Build a cash flow plan.
• Prepare profit and loss projection.
• Assess financial aid for students.
• Provide accounting data and reports to related departments to serve the provision of information to shareholders, investors, partners, etc.
• Control, guide, and consult departments‘ compliance with policies and regulations of Vingroup related to accounting.

KEY SELECTION CRITERIA
• Bachelor‘s degree or above majoring in Accounting/Finance/Auditing or related field.
• 03 years of working experience in the same position.
• Excellent written and verbal communication skill in English. The minimum requirement is IELTS (Academic) with a score of at least 7.5 (or equivalent) (As English is the language of teaching and communication at VinUniversity).
• Proficiency in SAP, Microsoft Office, Excel, Word, Outlook and Powerpoint.
• Good communication skills, problem-solving skills, and analytical skills.
• Coherent, progressive, and creative thinking; to have a spirit and passion for education; to be able to take prompt actions with determination and be ready to take on new challenges.
• Having chief accountant certificate, ACCA, CPA, and tax procedure service certificates and having worked in the position of Chief Accountant, Head of Finance and Accounting Department in the related industry are advantages.
