PURPOSE AND SCOPE
Plan, direct, manage and monitor health, safety and environment on solar projects development.
KEY ROLES AND RESPONSIBILITIES
1. The Assistant HSE (Health, Safety, and Environment) Manager plays a crucial role in ensuring the safety and well-being of employees, customers, and the environment. Key roles and responsibilities include:
2. Supporting the HSE Manager in developing and implementing HSE policies and procedures
3. Conducting site audits and inspections to identify and mitigate potential hazards
4. Coordinating HSE training programs and ensuring compliance with regulatory requirements
5. Investigating incidents and near-miss events to identify root causes and implement corrective actions
6. Analyzing HSE metrics and data to inform decision-making and drive continuous improvement
7. Collaborating with operations teams to develop and implement HSE-integrated management systems.
8. Manage and integrate HSSE requirements into Execution Plans and Strategies including Execution & Coordination at plants.
9. Formulate and regularly review of the HSSE Plan .
10. Regularly assess the site HSSE to identify any deviations, weaknesses or significant change in the organization, risks control measures and provide recommendations for improvement.
11. Ensure that all accidents and dangerous occurrences are thoroughly investigated, reported and that appropriate corrective and preventive actions including the sharing of lessons learned are carried out on a timely manner.
12. Repair and submit monthly report on HSSE performance against Leading and Lagging Indicators to the HSSE Manager, Group HSSE.
13. Repair and submit HSSE reports to the authority parties as legal requirement.
14. Communicate HSSE strategies, concerns and expectations to respective personnel on site, Client and Contractors.
15. Support in the application for statutory licences, permits, variances from appropriate governmental agencies. Ensure that the maintains the necessary records required by law and plant HSESMS.
16. Participate in Contract Requisitions, review of Contractor's HSE Management System and evaluation of Contractors’ tender responses.
17. Manage monthly site inspection deployment and monitor observation and follow up on action items closing.
18. Perform other related duties as assigned by direct supervisor.
19. Work with the Vietnamese authorities on the requirements on safety measures, ensure compliance and implement measures.
Job requirements
1. Bachelor's degree in a relevant field such as safety, environment or related discipline
2. 5 years' experience in HSE roles, focusing on risk management, compliance and incident investigation
3. Extensive knowledge of HSE regulations and standards in the energy sector
4. Communication, leadership and problem solving skills
5. Ability to analyse HSSE data and develop control measures
6. Having an HSE qualification, such as NEBOSH is an advantage..
7. Speak, read and write proficient English language
8. Knowledge of Microsoft Office and advance Excel capability
SKILLS/COMPETENCIES & PREFERRED CHARACTERISTICS
1. Strong knowledge of HSE regulations and industry standards
2. Experience with risk assessments, hazard identification, and mitigation strategies
3. Effective communication and leadership skills to drive HSE initiatives
4. Ability to analyze data and make informed decisions
5. Strong problem-solving and analytical skills to address complex HSE issues
6. Ability to work in Fast Pace Environment
7. Flexible and Willing to learn
8. Be a motivated individual who has acquired a good understanding of work ethics and driven to work objectively
9. Relevant experience in power plant and utilities projects will be an added advantage
10. Possess sound judgement and the ability to establish related HSE policies required to reduce the risk associated with Construction and Commissioning activities to As Low As Reasonably Practicable (“ALARP”), especially for Working At Heights activities.
11. Well-versed in establishing an effective HSE Management System (“HSESMS”)
12. Passionate and possess initiatives to assist the site solve HSE-related issues.
13. Able to contribute and work efficiently as a team member and achieve objectives as a group rather than as an individual
14. Observe compliance with local and company regulations
